About this speaker
Shingi Masanzu, a lawyer with over 14 years' experience in international development and private practice, is a Senior Counsel at the World Bank. She advises on legal, policy, and risk matters, and drafts and negotiates agreements for sovereign lending and guarantee operations. Shingi has advised on projects in sectors such as energy, infrastructure, education, health, and governance, with experience in Africa, the Middle East, and Asia.
Prior to joining the World Bank, she was an associate at a New York law firm, focusing on mergers and acquisitions and capital markets. She completed her PhD at the London School of Economics in 2024, where her research examined the prominence of public-private partnerships in infrastructure development. Shingi holds an LLB (magna cum laude) and Post-Graduate Diploma (Public Law) from the University of Cape Town, and an LLM (International Legal Studies) from New York University School of Law, where she was a Hauser Global Scholar.
